1) Branches petition the Board of Directors for Official status within the EMP

2) Board of Directors officially hands powers over to the House of Lords

3) Discussion of the following topics
-Begin ratifying the existing EMP Rules
-Membership Rights, Responsibilities, and cost of Membership
-Radius of Level One Branches
-List of Volunteers needed
-Can BOD members be in the House of Lords
-Award structure within the EMP
-Portion of Membership going to Branches
-discussion of Constabulary/Fire Watch and its place within the EMP
