Rules of the Crown
1) The Empire is composed of a kingdom or kingdoms which are sovereign entities which are the primary functional unit of the Empire and differ from other official EMP groups in that:
a) They encompass defined geographical territories
i) All EMP citizens within the defined borders of a given Kingdom are automatically citizens of that kingdom and therefore subject to kingdom law regardless of any other group affiliations. All individuals playing within a given kingdom are subject to that kingdom's rule.
ii) All other groups’ existing within a kingdom are subject to the authority of the Sovereign.
b) Kingdoms exist independently of and supersede all level 1, 2, and 3 groups and do not follow the rules of any of those groups including but not limited to the following:
i) Membership in the House of Lords, voting, and charters
ii) Any other laws, bylaws, or rules affecting "groups" in the EMP do not apply unless referring specifically to "kingdoms".
c) Kingdoms have Sovereigns who rule over them absolutely except as limited by Corpora, the Rules of the Empire, and Kingdom Law. This includes the authority to make binding laws, subject to approval by the House of Lords where required and subject to Corpora. The majority of executive, legislative, and judicial authority within the Empire rests in the hands of such sovereigns.
d) A "sovereign" may be a King, a Queen, or other partnership ruling with one voice, may also be referred to as "the Crown"
Responsibilities of the Crown
1) Manage and maintain the positive health within the kingdom
2) Charged with promoting the arts of peace and war within the empire
3) Charged with the signing and maintaining of treaties
4) Crown may downgrade a branch
a) The Crown must state the reasons for this downgrade at the time of sanction
b) Reasons must be for violations of Empire or Kingdom Laws
5) Create and Maintenance of award system which includes but is not limited to the following:
a) Peerage
i) Only the Crown may create a royal peer
ii) Peers have a single vote within the HoL
The intent is to grant Peers the power to influence the Declarations of the Crown. This does not give them additional votes for proposals put forward by the Corporation.
iii) Peers being voting members within the HoL are subject to challenge rules
iv) Peers may not proxy their votes
6) Kingdom Finances
a) Crown may use this money in any way they see fit as long as it is legal under appropriate local and federal law for not-for-profit expenditures.
b) Crown must appoint a kingdom treasurer
i) Kingdom Treasurer must track the finances of the kingdom
ii) Submit quarterly reports to the BoD and HoL
c) Crown cannot be the kingdom treasurer
7) Maintenance and upkeep of the regalia, retinue, ect…
8) The Crown may pardon citizens of their Kingdom
Intent: Crown may act as an appellate body for sanctions made by branches
9) Crown is in charge of foreign relations
Deciding Crown
1) Prerequisites for being crown
a) Contender for the crown must have been a Lord for a period of one year
b) Contender must be a member in good standing with the EMP
c) In order to be a candidate, a given Lord or Lady publicly declares his/her/their intent to take the throne. Such declarations must be made at least 30 days prior to a crown war. This declaration must be made to the HoL and current Crown so that all members can be notified.
d) Crown cannot succeed himself unless the Crown usurped the throne.
The intent is that someone cannot serve as crown for a full year and succeed themselves but someone who usurped the throne can still contend to be the Crown for the next year. Therefore the maximum someone can be Crown, if they usurped the throne, is a year and a half.
2) Crown Wars
a) Basis
(1) The EMP Crown will sponsor 2 events per year, these being Crown War and Usurpers War
(2) These Events will be within the months of July and August/January and Feburary on an annual basis.
(3) Branches are to provide bids to the crown for the opportunity to host these events
(4) The Crown will accept these bids and choose one to be the location for the next Crown event
(5) Crown gets 25% of the profit of Crown Events
(6) Crown must host and attend certain events: Crown War, Usurpation War
b) Crown War
i) Deciding Contenders
the intent of deciding two contenders is to reduce the war field to two standing armies that clash to decide who will be the next Crown
(1) A Champions Tourney will be held to determine who will be the commanders of the two armies that are to fight
(a) Champions Tourney
(i) Each Contender for the Crown will utilize a champion to fight in their stead
(ii) This is a double elimination Tourney using the 3 tell system
(iii) Prior to the champions tourney the Crown may setup contests to increase the amount of tells that a chosen champion can use in each fight in the tourney
(b) Champions Contests
(i) Crown decides the contests
(ii) Each contest must end with a winner being decided
(iii) Rules must be announced prior to the contest beginning
(iv) Winner of the contest decides which champion will receive the additional tell
(v) All additional tells are to be announced at the start of the champions tourney
ii) War
(1) Each contender must then set about raising an army. All citizens of the kingdom are eligible to fight in a Crown War so long as they meet requirements for participation in EMP armored melees. All citizens are free to join either army regardless of group affiliation.
the intent is that all active members, those with a vested interest in who is on the throne, may choose who they are going to fight for regardless of their branch affiliation or at large status
(2) At the start of Crown War, each contender shall announce his/her/their claim on the throne and the reason for their rightful rule and then all citizens present shall rally around their chosen contender. The fighters on each side will be visibly marked as to which side they have declared (colored tape on the front and back of the helmet will be considered sufficient). Fighters are not permitted to change sides after that unless their chosen contender releases them.
(3) Crown Contender must be on the War Field during the battle.
(4) At the end of the battles, the contender leading the winning army is declared the new heir. A coronation will be held on the same day as the new crown is determined
c) Usurpers War: A Crown is permitted to defend their throne once during their reign. The crown will face the Usurper in a war battle. If successful, the Usurper will rule as the Crown with full privileges and responsibilities until the next Crown War.
(1) A location for the event must be determined by the preceding crown event
(2) Usurper must publicly challenge within 1 month prior to the event as is required before someone can be a contender for the crown.
(3) Allegations against the existing Crown must be made in this public announcement
(4) If no challenger steps forward then the event will be an Empire War event celebrating the Crowns successful reign. The celebration will be a war event
(5) A coronation will be held on the same day as the new crown is determined
(6) The Usurper is allowed to contend for the next crown
(7) If more than one contender to be the Usurper steps forward a tourney will be held
(8) All those supporting the Crown must side with the Crown prior to this tournament
(9) Tournament
(a) Contenders for the Usurpers Crown must fight in this single combat tournament
(b) Champions cannot be used
(c) This will be a double elimination tournament
(d) Winner of this tournament will be the Usurper and lead the their army against the Crown
